A two-block area of Main Street, plus a one-half block of 6th Avenue in Redfield, South Dakota was in need of repairs to both the aging street and the underlying utilities. The City asked for standard upgrades, including a concrete street, storm sewer, and water mains. The City also requested a cosmetic upgrade by installing decorative lighting. It was important to accomplish the project while meeting adjacent businesses needs during and after construction.
The planning and report preparation were Clark's responsibilities. Clark prepared reports for the DOT and DENR. Clark also assisted the City with preparations of individual assessments and calculating infrastructure assessments for adjacent property owners, and calculating infrastructure asset values. Clark helped meet the project needs with the funding available and helped the City secure more funds via the Rural Development Funding application.
The project was completed using a satisfactory funding package. Clark Engineering Corporation held public meetings with the businesses to address and solve any problems spurred by the project. The project also satisfied business owner needs during construction as well as after, due to attentiveness to their needs. The attractive addition is a nice centerpiece for Redfield and will reduce maintenance costs for street and utilities and improve storm water management.
